I wonder if anyone has a good macro for PCB fiducials?


Unfortunately I wasn't able to make one myself.

What exactly is your problem?
I guess, it is the "no solderemask" area which covers the copper and overlaps the pad.
You can define such "no solderemask" areas by yourself.
Just draw a zone on the copper layer and then check the option "Cutout soldermask" in the properties panel for this zone.
Since your "no solderemask" area needs to be round, you may use the "Special form" function to create a (filled) polygon with many corners (e.g. 24) to create a nearly round zone.
