Rectangular hole in PCB?

I came across a neat front panel in PCB material (Gerber and drilling files), it had a cut out for a display and was finished with black solder resist and white lettering on the front, and plain tinned copper screening on the back. The files produced a very nice panel for little cost from JLCPCB.

How can I produce a rectangular cut-out (hole) in a PCB with Sprint-Layout?

Try as I might, it doesn't work for me. When I click on the inner outline and select "cut out" in properties, it does not make any difference. The resultant Gerber files exported to JLCPCB show a solid board with no cut out.

Attached is a sample for an LED clock display bezel.

Your outline layer looks fine.
You need to export the outline layer as a Gerber file and send that file to your manufacturer.

Do not enable the "cutout" option. This refers only to cutouts within the copper plane, not to the PCB itself.

The Gerber file for the outline contains only the two rectangles. Cutouts are no specific Gerber elements. However, since these lines are milled, the outer rectangle forms the PCB's outer profile, while the inner rectangle is a cutout.
