Leave blank around the pad without using Ground plane

If you place a pad on the "automatic-Ground plane" it will have a clearance to the groundplane.

The width of this clearance can be set in the lower statusbar. You can change this value if nothing is selected, then it will be the new default value for all new elements. Or you can select a pad and then change this value only for this selected pad.

...and if you want pads without holes, just reduce inner diameter to zero...
